There are 1 major intake when most of the public universities start with their courses, with a few courses starting in Jan/Feb. However, other institutions have some courses starting at other times of the year:

When to Apply?
Different universities and courses have different application deadline, which you will find under the application details of your selected course at the university. However, you must prepare to file your application by February/March, which gives you enough time to a decision from the university and apply for the Student Pass (VISA).

Tuition Fees
Cost of Study varies from course to course and university to university in Singapore. However, the average Tuition fees at institutions in Singapore ranges from:
SGD 20,000 – 40,000 per year i.e. INR 12 Lacs to 25 Lacs per year
Cost of Living
Cost of Living in Singapore depends on your lifestyle, the type of accommodation you choose, etc.
However, average Cost of Living ranges from SGD 10,000 – 15,000 per year i.e. INR 6 Lacs to 9 Lacs per year
Scholarships
There are multiple scholarships available to international students to study in Singapore. These scholarships may be offered by the University, the faculty, the government or external organization. The scholarship may be available to high calibre students who have shown academic consistency and may be awarded on the basis of strong merit or need.
The scholarships may cover full your full cost of study or just the tuition fees or a part of the tuition fees. The scholarships for the subsequent years of study usually come with condition of consistence performance in academics in the initial year of study.

Student VISA for Singapore
International students intending to study in Singapore must apply for a Student Visa called the Student PASS. Once you have a Letter of Acceptance from the University for a Full-time program, the institution will apply for your Student Pass. Your VISA application will be supported by evidence of funds. Student PASS applications are processed directly by the Singapore Immigration and Checkpoints Authority (ICA) for applicants up to 19 years who wish to attend a private institution. Students above the age of 20, who wish to study vocational, commercial, language or fine arts courses, may be asked to appear for an interview.
The Cost for Student PASS is as under:
SGD 90 (SGD 30 to be paid at the time of application processing and SGD 60 at the time of VISA issuing)

Work Opportunity
Part Time Work
As a student with a valid Student PASS to study in Singapore, you may work Part-Time along with your course if you are enrolled on a Full-Time at one of the institutions approved by Ministry of Manpower (MOM).
16 hours a week during term time and Full time during vacation
Besides part-time work, international students have plenty of opportunities to take up internships and training as a part of their course.
Post-Study Work
International students may apply for a work visa after completion of their course from a Singapore Institution. They will be granted 90 days Short-Term Visit Pass, to stay back in Singapore and look for a job. However, you may not work on this Short-Term Visit Pass.
However, if you graduate from a University listed with Institute of Higher Learning (IHL) in Singapore, you can apply for a Long-Term Social Visit Pass (LTVP) for a period of 1 year. You can work and live in Singapore on LTVP.

Some of the top universities in Singapore are National University of Singapore (NUS) and Nanyang Technical University (NTU Singapore), which are also top 20 universities in the world. Besides these, Singapore Management University (SMU), Singapore Institute of Technology (SIT) and Singapore Institute of Management (SIM) are some other top universities. For admissions to a Bachelor’s program, some courses at universities require SAT or ACT scores, and for admissions to Master’s program, some courses require GMAT scores.
However, despite the course or degree level, all students need to take an English proficiency test i.e. IELTS or TOEFL.
To study in universities in Singapore, exceptional students may apply for scholarship grants or tuition grants offered by the Government. These may cover upto 50% of the tuition fees.
Besides these, there are other scholarships offered by the universities and other external organizations that can cover upto 100% of the tuition fees.
As an international student on a valid Student PASS in Singapore, you may work part-time for 16 hours a week during term time and full time during vacation time, provided you are enrolled with an institution approved by Ministry of Manpower (MOM) and you have permission from your institution to take up this work.
